(i) इस प्रश्न-पत्र में प्रश्नों की संख्या 14 है । सभी प्रश्न अनिवार्य हैं ।
- इस प्रश्न-पत्र में दो खण्ड हैं — खण्ड अ और ब ।
- खण्ड अ में 40 बहुविकल्पी। वस्तुपरक उप-प्रश्न पूछे गए हैं। दिए गए निर्देशों का पालन करते हुए सभी उप-प्रश्नों के उत्तर लिखिए।
- खण्ड ब में वर्णनात्मक प्रश्न पूछे गए हैं, आंतरिक विकल्प भी दिए गए हैं।
- प्रश्नों के उत्तर दिए गए निर्देशों का पालन करते हुए लिखिए।
- यथासंभव सभी प्रश्नों के उत्तर क्रमानुसार लिखिए।

भाषा अपने समाज का प्रतिबिंब होती है, यदि वह संरक्षित नहीं रहेगी तो प्रतिबिंब की कल्पना नहीं की जा सकती । आज न जाने कितनी बोलियाँ आम लोगों की ज़ुबान और व्यवहार से दूर जाती दिख रही हैं। बोलियों की एक गूढ़ बात यह है कि इनमें पारंपरिक ज्ञान का विशाल भंडार छिपा रहता है । किंतु इस ख़ासियत से बेपरवाह दुनिया में प्रचलित सात हजार भाषाओं में से लगभग 300 को लुप्तप्राय माना जाता है। जनजातीय भाषाएँ वहाँ की वनस्पतियों, जीवों और औषधीय पौधों के बारे में ज्ञान का खजाना हैं। आमतौर पर यह ज्ञान पीढ़ी-दर-पीढ़ी हस्तांतरित होता है । ऐसे में, भाषाओं का विलुप्त होना गंभीर समस्या है । पृथ्वी की मौजूदा भाषायी विविधता का करीब आधा हिस्सा खतरे में है।
किसी भी देश या समाज की मूलभाषा के विलुप्त होने के कई कारण हैं - जैसे - प्राकृतिक या मानवीय कारणों से लोगों का एक स्थान से दूसरे स्थान पर पलायन करना, आधुनिक शिक्षा प्रणाली, अंग्रेज़ी का बढ़ता वर्चस्व और तकनीक का बढ़ता प्रसार । भाषा किसी भी सभ्यता व संस्कृति तथा उसके रहन-सहन को पहचान देती है। ईसाइयों और यह्दियों के धर्म ग्रंथों की मूल भाषा हिब्रू, जैन और बौद्ध धर्म की भाषा प्राकृत और पाली सहित अनेक भाषाओं का अस्तित्व खो गया है। इसलिए यदि सही अर्थों में किसी संस्कृति की प्रगाढ़ता को समझना है तो उसकी भाषा को समझना होगा, संरक्षित करना होगा। लोकतंत्र के समुचित विकास के लिए भी विभिन्न भाषाओं का समृद्ध होना बहुत जरूरी है क्योंकि इनके माध्यम से देश के एक कोने से दूसरे कोने की समस्या को समझकर उसका समाधान किया जा सकता है। स्थानीय भाषाओं का संरक्षण कर ही समाज का समावेशी विकास हो पाता है।
भारतीय भाषाओं का केंद्रीय संस्थान खतरे में पड़ी देश की भाषाओं और बोलियों के संरक्षण के उपाय में जुट गया है । ये सब वे भाषाएँ हैं जिन्हें दस हजार से भी कम लोग बोलते हैं । जल-जंगल-जमीन के लिए जाग्रत समाज भी अब समझने लगा है कि अपनी संस्कृति को बचाने के लिए इन तीनों की सुरक्षा के अलावा भी बहुत कुछ करने की आवश्यकता है। वे समझ गए हैं कि जब किसी भाषा का पतन होता है तो उसमें बसी ज्ञान-प्रणाली भी पूरी तरह समाप्त हो जाती है।
